Detects whether AbiTraits supplies a dynamic, register-context-aware resolve_frame_slot_offsets(register_context_ref, ptrdiff_t&, ptrdiff_t&) (currently only arm_abi_traits, whose FP-chain slot layout depends on the live ARM/Thumb instruction-set state and is only reliable in ARM/A32 state).
